The tolerance setting is used in lots of places in addition to the magic wand:
Art History Brush
Magic Eraser
Background eraser
paint bucket tool
color replacement tool
and I'm sure more places.
It is not a tool, but one of the settings in many of the PhotoShop tools.

What are you actually doing creating a path or using magic wand?
Magic wand has the tolerance setting at the top of the screen and if your creating a path the option usually comes up once you change the selected area to a path.
There the only 2 I can think of where you need tolerance, but they may be more.
