Legally, yes you can. However, speak to the airlines as to what they require as identification. Some airlines have a stricter policy than required by law.

You need photo ID which a full drivers license provides. I am not sure if provisional drivers licenses include a photo. I would only fly within England in an extreme emergency as there are excellent long distance rail services with none of the hassle that is a part of using an airport

A provisional driving license isn't proper id.

You still need your passport as I.D. due to all of the security at airports after the recent scares. I have had to fly to Scotland and Manchester recently, all have asked for passport ID at security gates on exit and entry.......!!
