What's the difference if any between Charcoal Lighter Fluid and Lighter Fluid?

Lighter fluid is naphtha, and has high volatility.
Charcoal lighter fluid is usually aliphatic petroleum solvent, and has lower volatility.

Not much. LIghter fluid probably has a somewhat higher molecular weight. Both are alkanes, like gasoline.
