If water and moist is the NR.1 enemy to electronics, why ain't our devices waterproof?

Ever talked in your cell phone out in the rain and got it wet? Then you know what I'm talking about... And the gurantee doesn't even cover it! What's up with that? The technology is allready there to build waterproof phones etc... Why isn't this put to use?
