Not by the meaning of the word, no.
Anyone born in the US (other than at a foreign embassy) is a US citizen by birth.
An immigrant, by definition, is someone who was born somewhere else, but moved here to live (as a permanent change of residence, not just passing through).
And under immigration laws, different rules apply to people who are relocating here to live (immigrants), versus those who are just traveling into the US with the intent of leaving (alien non-immigrants).

Anyone born in the US is a citizen, regardless of whether or not their parents are present legally. The only exception is for children of foreign diplomats.
