Get him started racing in his age group, go karts or mini stocks what ever he fits into age wise. A person really doesn't know if they want to race till they have done it for a while. It's lots more work than it looks like. It is a lifetime of dedication, sacrifice and work.

Start driving and competing as early as possible (go Kart's most likely).
When old enough, compete a local racetracks. (Open wheel is fine too - as exemplified by the many drivers who came from open wheel racing.)
Winning a lot, or running up front certainly helps.
Make contact with any racing people you can, particularly NASCAR, so they get to know who you are.
Work hard.

I'd like to know too. My young son shows an interest- my daughter too for that matter.
I think a good place to start is what Beth said- starting small and seeing if the interest sticks. Asking lots of questions of people who are doing it now is good- it seems like a lot of them started young.
Ignore the haters who say you can't do it. Oh and ignore the fool with the first post.

frankly, it takes a lot of time, effort, and money. it depends on your area of the country as to what kind of racing you can start with for a kid. quarter midgets are available around here, as well as "allison legacy cars" which are 1/4 scale racecars for kids.
seat time will get your kid experience. knowledge will move the both of you up the ranks. and he will rely on your knowledge until he/she can learn the basics of setting a car up on his/her own. you need to be as much of a student as your child is if you want them to get off the ground quickly when they can get into a full sized racing machine at 16 or whatever age your local track permits.
you cant just show up with a car, race it, take it home, and bring it back next week. there is constant tinkering, adjusting, and repairing that needs to be done. you both need a lot of work ethic if you want to get anywhere in racing.

heck before even go carts you can get him into soap box derby's possibly no motor behind it and then go from there. Or if you dont have soap box in area start one up! There may be others out there that are interested and just dont know where to go.

There are several prerequisites to be a Nascar driver.
1: Must be a hick.
2: Must be able to suck down a 12 pack of beer within 4 hours.
3: Must have an I.Q. so low that you know how to do nothing else except drive a car around in circles for hours on end.
