I have a friend who's in Yokota Air base stationed, she was send to Honduras for TDY 4 months, and like it so much that she sometimes wishes to be back, can she request that?

Sure she can. Doesnt mean that she will get it though. Depends on where they really need her and where the army wants to send her.

Yes, a GI can request a specific area. However, it boils down to the needs of the military. In the Army they use to have a "Stateside Swap" where 2 GI's in the same MOS at different stations could swap jobs. They had to be same rank and MOS and they paid their own transportation cost.
But this was only stateside not overseas.

Yes, she can request a transfer. Usually the transfer will only be allowed if they have an open billet for the MOS she does. I know for one, that it is much easier to get a transfer to a War Zone than a peaceful area.

You can request all you want and they will do with you what they want. Get it in writing, down to the last word in a contract. Otherwise, you are screwed. The military is famous for making promises they do not deliver on.

Sometimes you can volunteer for missions, but it's tough to get clearance to jump units like that. I've been really wanting to go to Africa myself, but I just can't figure out who I need to talk to.

A GI can request anything. HOWEVER, their superiors can also deny anything they ask, and 99.9% of the time, they do.

You can try! but, bottom line, The military will send you where there is a greater need for your MOS!
