The official answer is that they want to make sure the person does not hit their head on the roof of the car getting in.
The secondary answer -- at least for some officers who've told me this -- is that the action makes the suspect feel like a child, so they get a free shot at demeaning the suspect.

I didn't until a drunk smacked it on my door one day. It sounded like it hurt. Big guys have to really bend over far to wedge into those tiny backseats.
I don't push the suspect's head down, I just have my hand there to keep their head from bouncing off the door.

Try this, put you hands behind your back then try sitting into the back seat of your car. Since you can't brace yourself, you tend to fall backwards into the seat. There is a natural reaction to try to stop the fall by straightening up. That will cause you to whack the back of your head against the door edge. Which will (1) hurt like hell and (2) cause you to bleed all over the seat which the officer will have to clean up. Care to guess which is more important to me?

Two reasons, one real one is a joke
The real reason they push their heads down is to keep them from injuring themselves, accidentally or on purpose (to claim brutality or file a lawsuit).
The second (joke) reason is to get the guy use to having his head pushed down, he will see a lot of that in prison..
