Alcohol content. Malt liquor is sweeter and more alcoholic. It has god awful amounts of sugar added, which increase fermentation and raise the alcohol level.
Compared to beer, you get more bang for your buck with malt liquor (4.5% vs. 7.0+%), but it doesn't taste as good.

There is no difference. "Malt liquor" is a beer. It is considered a high gravity beer. The term in fact is not from the brewing industry but rather a government term. It came in after Prohibition was repealed. The US Government in it's infinite wisdom did not want to promote alcohol consumption and so did not allow the aalcohol content on the beer bottles and cans/ But it wanted to warn us unsuspecting drinkers of the high alcohol content of certain beers. And so the designated that 5 or 5.5 % alcohol and above beers would be malt liquors.

To compare then what we now consider a malt liquor and other beers considers Bud, Coors, craft beers light and dark the -other beers and the following a malt liquor. {really these parameters to cross into other styles as well.}
So while it is true that the government created the term "Malt Liquor" it has been adopted by brewers. It has become to be known and indeed brewed at a higher specific gravity (SG) which produces an alcohol content of between 5.6 and 9.0%. Some range of variance does exist in the alcohol and SG. It is also characterised by a medium mouthfeel and malty notes. Some tend to have just a hint of sweetness.

The term "Malt liquor" is just a legal distinction. It usually means any beer stronger than a certain percentage. That percentage varies from state to state and country to country. What it means is anything over the pre-set limit for selling beer can not legally be sold as beer so it is called malt liquor. In some places, for example, that means you have to buy malt liquor in a liquor store while you can buy beer in a grocery store.
