The quote is from Alice in Wonderland by Lewis Carroll, and it was all about turning the usual upside down and inside out.
So this just means open your mind to look at things from an extraordinary angle... (and don't take Alice in Wonderland too seriously)

Just looked in Oxford Dictionary of Quotations - it's six impossible things. I think the person paraphrasing it was someone like Oscar Wilde, but I can't find the paraphrase.
