it isn't easy to go Green to Blue, the Navy isn't looking to take very many OS vets right now( and the AF flat out refuses to do so at the moment)
First you must complete your AD Commitment in the Army before switching over. you may lose a paygrade, you may have to reclassify into a different job, especially if the Army MOS you have doesn't translate into a Navy Rating.

Blue to Green is a program to make it easier to switch Air Force/Navy to Army/Marines, because the Army and Marines are in need of bodies, while the AF and Navy are overmanned.

You can switch, though you'd probably take a demotion to do so. Not to punish you, but because the things you need to know as an E-5 in the Army are different than the things you need to know as an E-5 in the Navy, so to the Navy you wouldn't be worth as much as you are to the Army.

You can switch if your current army enlistment contract is up, although you will have to go through Navy basic training if you decide to switch. You can switch to any branch.
