Why is that powder doesn't stick in the area just below the eyes (around 5mm)? I apply baby powder after applying moisturising lotion each morning and a few hours down the road, i will notice that the powder beneath the eyes have all gone? But the the powder is still keeping the rest of my face matte. Any solution?

1] Baby powder is not designed for facial use.
2] try Cornsilk pressed powder - at Wal Mart. I've used it for years, and it really lasts!
PS: are you putting extra moisturizer in eye area? That may be the problem.

Please be careful using baby powder on your face. Some baby powders contain ingredients that can really cause damage (especially in sensitive skin around the eyes). Try using a powder made for the face to control oil. In sensitive spots skin is just naturally more oily that is why when wearing concealer or foundation is will usually rub off in those places first. Hope this helps.

Your natural oils are keeping it from sticking in that area. You need use baby shampoo on a washrag. Wipe it, rinse, allow to dry, and you are good to go. Good Luck! Josh
