I've kissed alot of ladies, and for some reason I was wondering why some can make out... but not use there tongue? I hate it, but there has to be a reason behind it.

Using your tongue is like a whole other level of kissing, definitely way more advanced than just normal kissing.
There's a few reasons why people kiss with no tongue:
its too intimate..if you and the girl aren't that close to each other yet, then that's probably why. tongue is definitely more sensual and intimate.
its sloppy. if you or she doesn't know how to use the tongue properly, it can get very messy, sloppy and slobbery. yuck.
technique. you two both really have to be in sync to kiss with tongue properly. if you both ram your tongues into each others mouths, its uncomfortable and kills the mood.

Maybe they don't know you well enough yet to let you in so to speak. Or maybe you smoke. Kissing someone who smokes is like kissing an ashtray
How's your teeth or dental hygiene. Some girls just have to have nice teeth and fresh breath before they French.

if they dont want to, they dont. open mouth doesn't mean french so if you dont like no tongue, dont kiss girls who dont use tongue.
