So I clicked this advertisement by accident,and it dowloaded this program called "Mirar" on my toolbar.Everytime I right clicked to uncheck it and keep it out of sight,it always comes back when I exit out of internet explorer and when i restart it.Is their anyway I can get rid of this program called "mirar" ?

Go to Control Panel -> Add/Remove Program -> Remove Mirar if it's there.

some good answers here, and you should try things such as the link and a spyware remover (check out Spybot S&D. It's free and excellent).
But toolbars are IE addons. Click on tools in the IE menu. Click on Manage Add-ons. Find the tool bar in the list of add-on programs and disable it.

Check to see if it is in your Add/Remove Programs list in control panel. If notdo a search for "mirar removal" I am sure you will find lots of help

There are many different ways to go about removing a virus. I am first going to assume you're using Windows XP. One of the simplest is to go 'Start', select 'Help and Support', and under 'Pick a Task', select 'Undo changes to your computer with System Restore'. If your computer has this feature, you can easily select a date before you had the virus, and reload your computer to that setting.

If its not in add& remove programs
Try restoring your computer to a time before you down load it.
start.programs.accessories,system Tools,system restore

This is a nasty bit of adware that is difficult to remove.
I would try downloading Super Anti-Spware (free) and running a full system scan.
