Different scholarships have different standards for whom they will give their awards to, but if they look at grades, generally they are overall GPA. There are exceptions, though. My law school gave a full tuition scholarship to the top 10% of students after the first year, which you kept even if you didn't do as well after that. Also, my department gives out a set of scholarships, and while we look at overall GPA, because the donor's wish was to give the award to those who were not only good students overall but who showed great potential in the field, we look at which courses the students have already taken in our department and how well they have done in them specifically.

not they do not. most scholarships require you to submit your transcript along with your application. as you know all your grades as well as standardized test scores are on your transcript.
