I've searched all over the net...and can find nothing. Is there any method at all, other than "plumping" crap that doesn't work or collagen that is fairly cheap and will do the job? I have bird lips and I HATE it!!

Lip glosses with lip plumpers in it actually work. Which type do you use? The best ones are from Bath & Body Works and Victoria's Secret. They work well, and are still affordable.
Dior and Chanel have some lip plumpers, but they are way too expensive for most people.
To make your lips seem fuller, dust a little shimmery powder right on top of your top lip, the little middle part that goes in
and use lip colors that are very natural and neutral, if you wear bright red or pink that will bring too much attention to your thin lips

The only permanent lip enhancements that I know of are silicone injections and implants. Implants tend to give the lips weird shapes (there's a picture of Jessica Simpson on awfulplasticsurgery.com with apparent lip implants.) Silicone injections are not FDA approved, although there are doctors out there that will do it as a permanent alternative to collagen. However, the silicone beads can cause inflammation, and if they shift around they can makes the lips misshapen. If this happens the only solution is painful surgery.
Both of these options are expensive, and serious plastic surgeries. There's no such thing as a cheap, easy, permanent way to plump your lips. You are right that plumping lip glosses don't work. They irritate the lips to swell up slightly, which creates the illusion that they are bigger. I think you just need to accept yourself as is. Lots of people out there think their lips are too big.

Well I haven't tried this, but I read to use a mixture of salt and olive oil on your lips. Rub it on your lips and the salt will swell your lips while the olive oil will keep in the moisture. It obviously isn't permanent but worth a shot, I suppose.

Honestly, I don't trust anything that pumps your lips. If God didn't give you big lips then they aren't for you. I mean think of all the celebrities that messed with their lips and look a MESS! like Lil Kim for incidence! Do you wanna look that?
Just be happy with what you were blessed to have

lips plumper is a good idea!
try lining your bottom lip a little below, not even a milimeter. experiment with light and dark.
don't forget to smudge it though. or else you'll .look like a chicken.
