The only reason I see to blame the authorities for discipline problems is the lack of in todays society and schools.

If you mean the school authority, I would have to disagree. Teachers' hands are tied in trying to discipline children. There was a school in Connecticut that had to stop grading kids' papers in school with red pen because parents thought it would be too "stressful". Give me a break.
In the end, it is the parents' responsibility. I'm a parent who is lucky enough to volunteer at her kids' school. I have direct conversations with their teachers all the time. I've had them hesitate telling me what my kids have done in class because they are worried about how I will react towards them (the teacher). I've tried to increase my kids' punishments in school, but I've been told on several occasions that that is not what is done in the school.
Parents need to shape up. Discipline doesn't have to include corporal punishment, but it needs to be there. Kids can get their own friends, parents need to be parents first and foremost.

The first place children learn about respect and responsibility is in the home.When children first go to school they should have been taught the basics of respecting others ( and their property).If this foundation has not been given at home before school then don't expect the teacher to wave a magic wand and that your child will learn it overnight.
