with a double coated dog the first thing you need is a rake...they're called undercoat rakes, and they LOOK evil....but they get the undercoat out better than anything and they won't hurt your dog. A good pin brush will work behind the ears...and it's not a bad idea to keep a set of clippers around so that you can easily and safely take out any mats there. You'll also want to be able to clip the pads of his feet...your groomer can show you how to do that, and it'll really help him.

a good wicker brush, a coarse comb, and a dematting comb.
When you brush a chow tehy should be brushed in layers. they have a tripple coat and a lot of people only brush the top coat and dont get all teh other layers.
If the mats are that bad sometimes it's more humane to have teh dogs shaved and start with the shorter hair as pullin on the matts can be very uncomfortable and can cause skin irritation and sores. Tehy may not look the best but it would relieve the pulling of the matts and give you the chance toget it under control.

Try the furminator. That will pull out the dead undercoat , which is probably what is causing matts. Also, use a metal pin brush. It looks like a regular woman's hair brush, except they are metal and with rounded tips. That should work with brushing the rest of the coat. It sounds like what you're using isn't pulling out all the dead hair, thats what usually matts up.

The Defurminator! It is THE BEST dog brush EVER! It takes the tangled fur out and makes the dogs coat look clean and shiny! You can get them at Petco or Petsmart! I'm sure you are a WONDERFUL pet owner! Good Luck!
