The full version of Photoshop will set you back a lot of money and is only really necessary if you're a photography professional. I had a secondhand Mac with Photoshop Elements installed on it and it had all the features I needed.
When I got a new computer recently I wanted something like Photoshop Elements but couldn't afford it. I downloaded GIMP instead and am very happy with it. It's very powerful, it can do pretty much anything Photoshop can do and it's completely free. Also it's being updated all the time so updates are free too. If you're really smart you can modify it yourself. It does take some time to learn, however.

There is only one Photoshop, if you want the latest, which is CS3. It's expensive though. GIMP is somewhat like photoshop but is free. I recommend Paint.NET.

Let's not forget Google's Picasa. It's free, too. It's worth looking into, because everyone I know who has used it says it is very good. Good luck to you and don't spend too much money. Money is for great desserts, and gas for the car.

I have found that ADOBE version 7.0 is the best, but i think it comes down to individual preference, as to which is easier to use
