You would not be publicly stoned or arrested by religious police because it is not a Muslim country, although some Lebanese are Muslims. You will find the dress very informal, and relaxed.. You can walk round the shops in shorts if you like, but you might not get much respect if you wore a sexy bikini on the beach. You are more likely to get pestered, but maybe that's what you want!

i really cannot answer this question, since i have never been in Lebanon; i did check the US page on Lebanon, and did not find anything that would imply for wearing a bikini,

People wear bikinis on the ski slopes in Lebanon. But if you don't have a diamond encrusted gold cell-phone you will look underdressed.

I would NOT recommend it. The laws are not the same there as here. You should do a bit of investigating the laws/cultures/expectations of foreign countries before visiting.
