It is possible - though with the current positioning of your phones provider then it depends soley onto them.
There used to be free txt messaging software everywhere on the pc - regrettably, through regulation it was removed -
so if you do find one that is free - think yourself lucky.

yes you should be able to, just go to your phone carrier's website, and log in there should be a tab that says messaging and you should be able to text anyone from the website, some also have it to where it is absolutely free to do, so yeah definately check into that.
