Video CD and SVCDs are specially coded CDs, so you can't just burn a CD with the files on the discs. The video must be encoded at the proper size for each respective format, and then you have to have CD burning software that knows how to place the correct files in the correct place on the CD.
Video CD are worse quality than VHS tapes, FYI. The resolution is lower, but at least you know (since it's digital) that the quality won't get worse each time the video is played, like VHS tapes get.
SVCD is really quite impressive, however you'll have to verify whether or not the DVD players you have will play them. If you are going to strictly use your computer to play the CDs, then of course that is a different story, and I might just recommend you try to make all your CDs as SVCDS, unless you can go ahead and burn DVDs.

Yes you can. You need a camcorder that will connect to a computer via USB or Firewire plus movie making software (I use Pinnacle Studio). After you create the movie you can burn in to a regular CD with a CD burner. You end up with a 'VCD' or a 'SVCD'. What I don't know is whether this kind of CD will play on a regular DVD player, as I haven't tried it myself. I burn my movies to DVD so they always play on DVD players.
