Purring is a sign of contentment and being affectionate.
Meowing is a way to say "i'm hungry" or "i'm playing/want to play" or "i'm mad, go away" It really depends on their body language and tone.

It shows their emotions. A purr might be when it is enjoying something like a good rub or when it is being petted. A hiss might be when a dog is chasing it. A meow is when when it is greeting you or if it sees somethin interesting. If you have been in a animal shelter before have you noticed when you walk by most of the cats start to purr immediately in hopes of leaving that place and being adopted. 0_0 =)

Purring is a social signal--a sign of friendship/affection. I have read that cats in pain or even dying cats will purr.
Meowing takes many forms of vocalizing, and it's also a request for attention.
