I guess theorhetically it could happen, but it's a statistical impossibility. First of all, you'd have to issue a communication procedure that not only reached everyone, but could be interpreted by everyone. And then the communication would have to be persuasive enough for an affirmative response from everyone.

In addition, to answer the question, you'd have to have a way to capture the responses to report back. Sorry, I'm going to have say no. Thanks for the question, but that one's not even really that challenging.
