I consider 'acceptable' to be clean and the plumbing works. I would never stay in DC itself.
Check Arlington or Alexandria and look for something near a metro station (that way you don't have to drive into DC).
You might enjoy Old Town Alexandria it is getting 'trendy' these days but has good nightlife, shops, there is a metro station, and many good restaurants.

It doesn't exist. An acceptable hotel in DC starts around $300 during the week, and you might get it down under $200 on weekends. If you're looking at price, do a Friday and Saturday since the government doesn't work weekends. Also try the Crystal City section of Arlington near Reagan Airport. It's only a 5 minute metro ride into downtown DC and you usually can get in under $100 a night.

Everything is DC is going to cost you a small fortune. You're best bet is to go right outside of DC in Arlington, VA. I rec. Ballston's Westin on Glebe Road. It's about $200 a night (the holiday inn across the street is even more and not nearly as nice, obviously), 10 minutes from Georgetown (dc), and is metro accessible-it's only a 3 block walk.

Of course it depends on your definition of acceptable. The ones I will mention here are acceptable to me.
The Hotel Harrington is a budget hotel with a fantastic location. The hotel is a little old and worn, but clean and comfortable. It is two blocks from the White House, two blocks from the Mall and a block from Pennsylvania Avenue right in the center of things. Rates start at about $90 a night.
The Red Roof Inn Downtown is in Chinatown, just a couple of blocks further, and closer to the Capitol. Rates there start at $120, and it is very much as you might expect - a chain budget hotel.
