Is there any laws about where on their body a minor can get a tattoo?

If i'm not mistaken, I think its a law almost everywhere in the country that you have to be 18 to get a tattoo, with or without parents permission. I used to live near missouri and I know this to be a fact, If you don't believe me, ask a lawyer or somone who deals in legal affairs. Its also just plain stupid, because the kids not finished growing, the skin can strech out later in life, and then what? What if that cool picture of a skull and a dirt bike come back to haunt him/her when their older?
