I had a cocker spaniel and now have a beagle. If you want your children to walk the dog and take a lot of responsibility for the dog, then I would say get the cocker spaniel. Begales are VERY strong dogs who have a tendency to pull on the leash and beagles should NEVER be left off leash! Beagles are scent hounds and follow their noses! If they catch a scent, their tendency is to run after that scent. Could your children hold on to a very strong dog who is pulling toward that scent? Beagles need a lot of exercise and a fenced yard. They are great dogs, but they are not for everyone. They are pack animals and need to be a member of your pack, which means they follow you around everywhere and need to be with you a lot. They should be crate trained as well. If left alone or outside and are lonely, they can howl and bay very loudly. But they are very loving, very playful, very smart dogs! Cocker spaniels are a bit calmer and may be better for your children to take care of. The thing with cockers though is they need grooming every six weeks. If they are not groomed regularly their fur gets matted. There are good and bad things about both breeds. Before you get either of the dogs, do some research on the breeds and read up on the characteristics and traits of each dog, which will give you a better idea of which breed might be the better "fit" for you and your family. well, both are pretty good house pets for kids, but the beagle requires a lot less grooming needs. but if you have an apartment or something of the sort, a beagle isn't a wise choice. beagles need a lot of exercise and room to run around, but cocker spaniels need 3 walks a day. it depends on which you prefer. i listed two links below. they go over briefly about cocker spaniels and beagles.

A Beagle is the one to go for. One of the reasons I say this is I assume you are going to expect the kids to take care of the dog. A Beagle being a short haired dog will take less grooming.
Another reason is the Beagle is more people friendly and is going to get along with everyone. No worry of dog bites. A Cocker Spaniel is one of the dogs that is most likely to bite someone.
On top of that, no matter what kind if dog you get, your kids are going to have to commit themselves to giving the dog exercise, and they need to be walked.
To top it all off a Beagle can be a real clown. Take a look:

Beagle, Cocker spaniels regularly develop the red cocker syndrome : they can become quite aggressive for sometimes no apparent reason ( in the eyes of a child anyway). How endearing they may look, cocker spaniels are not suited for children.

i would say beagle. they r generally better with kids. cocker spaniels have been known to not tolerate them as well. plus beagles r active and ur kids r probably really active too. so i would get a beagle.

beagle, cocker spaniel's are one of the actually the WORST for temperment, they are the worst..you are better off to get a pitbul, they beat out a cocker spaniel hands down in testing, reference it yourself, it's true!

Adopt a rescue dog from the shelter instead!
Cocker Spaniels are great dogs.. calm, friendly, loyal.. but they require a lot of grooming and their ears require a lot of tending.
Beagles are great dogs... fun, lively, loyal... but they have a hard time staying house-broken and they howl instead of bark.
I have three rescue dogs right now... all are healthy, happy, friendly, lovable, loyal - and I love them all dearly. I can't imagine how I lived without them before! None of them, however, would have been on a purebred wish-list of mine, though - sometimes you get what you need instead of what you think you want :-)

beagles are way to energenic
what kind of spaneil
a id recomend a king james or britney
if you get a beagel (they bark alot)
i would get a harness and get some weights
take it for a walk with the weights to tire it out
or a bike ride
