The question is a little vague. Are you talking about if your hair is too long when you report to boot camp, or when you are at a regular duty station. If you're referring to boot camp, the only way to ensure you get to use an off base barber is to get your hair cut before reporting. Once you're at a regular duty station, you can get your hair cut any where you want, as long as it meets uniform regulations.

Yes, a Marine can get a hair cut anywhere as long as it is within regulation length. I knew some guys in the Marines who even cut their own hair with clippers.

Once you are out of bootcamp, you may use an off-base barber, as long as the haircut meets regulations as far as length and style.

If you are allowed off base you may use any barber you choose, including your own set of clippers, but if your in basic training your stuck with the onbase barber.
