Its best if you have two bowls...one for each of your dwarf hamsters. 2 teaspoons in each bowl is fine. If the two hamsters still attack each other...try keeping them in a different cage beacause it may cause serious injuries.
I used to have 2 dwarf hamster. Even though they are sisters, they still fight with each other. So I kept them in a different cage and everything was fine.

Okay i had a dwarf hamster and a full hamster bowl of feed lasts a week and iff their both males theyll probally fight till the death for superiority so i would get another cage to sepperate them

that's the thing
two hamster mite get into fights alot
most hamster like to be alone
with a owner giving it alot of attention
i think you should feed it about 2/3 full of the cup
if that mite be too much than just decrese the amount
if it's too little give it sum more food

For each hamster one tablespoon of feed every other day is good, and i don't know much about dwarf hamsters but i do know about hamsters and maybe you should take them away from each other untill they fall a sleep then put them back to getter.

Just keep their bowls filled with food--they'll eat when they're hungry. Most hamsters cannot be housed together as they are solitary animals and will fight. Get a second cage.

The hamsters can decide how much they want to eat, so just fill up their food container and let them eat. Refill Once it gets halfway down.
If they are both males then they will not get along and should be kept seperate if the agression continues.

Okay fill the food bowl up and then every time you go into your room or wherever the hamster/hamsters are check on it's food bowl and water bottle and if it's empty fill it up again.

hamsters shouldn't be housed together, it's rare that they get online especially if they weren't raised together in the pet store. you should probably seperate them if they have bite/scratch marks. and also about the food, feed them fresh food every single day, a small amount.

just make sure they have clean food bowls that are filled. they will carry the food to other places in the cage to stash it, so make sure they just have plenty around all the time, they won't overeat. you may even want to have 2 food bowls so they won't be crowding around the same one.
what you described could be them fighting or just playing. dwarf hamsters get territorial, so they will fight from tiem to time. but if you ever see blood in their cage, seperate them IMMEDIATELY.

looks like they where fighting and they should eat as much as their tummies can take. if they can eat hamster food then just let them decide how much they want to eat.
