I've heard that. It seems the number was supposed to be about 11 billion. But I've also heard that ALL souls will be present for the End of Days. Considering how close we are to 7 billion, and considering that 7 is considered the number of completion...

Russ: Although this topic or similar has been discussed previously on YA, here goes again. The "immortal soul" concept originates from Satan, in the Garden of Eden, in his confrontation with Eve concerning the "forbidden fruit". Satan tells Eve, that inspite of her being, that she would NOT "surely die" , should she imbibe of this "forbidden fruit". (Read about it in Genesis, chapter 3, verses 1 -5). Note: God is acknowledged as saying that "you will die" and Satan states to Eve, that she won't ! Here's the first lie authored by Satan claiming people are immortal.
The word for soul is "nephesh" in the original Hebrew language the Old Testament was written in simply, means "breath" or a "living being" - not immortal ! The Egyptians employed the concept of the "immortality of the soul" to control the people with fear religion, by telling them [Egyptian populace], that they had an "immortal soul" and therefore, would go to an under world of torment if he or she didn't behave themselves. Later, the Greeks, under their leader Ptolomy, some years later, (after Alexander the Great had conquered the Egyptians), needed to unify Lower Egypt with Upper Egypt. Ptolomy of Greece allowed and promoted the Egyptian gods to serve this end, for control. Eventually, this concept of immortality of the soul seeped into Greek religion and ultimately, leaked into the Greek culture, which allowed the Greek authorities greater control over the Greek masses.
This Hellenistic or Greek culture mingled into the Roman culture and the middle east, at Christ's time and beyond, adopted this false doctrine of immortality of the soul with eternal punishment in an ever-burning "hell" fire.
In the Holy Bible, it plainly states, that ONLY Jesus Christ has immortality, therefore, is alive. (see: First book of Timothy, chapter 6, verse 16). The "soul" is best rendered "body" - a physical entity which is alive - not a "spiritual" entity! In the Book of Ezekiel, chapter 18, verses 4 & 20, it tells us that the "soul" can die. If the soul were "immortal", how could it even, die ?

i believe this to be an honest question....
i have thought about this question a lot.
i do believe there is one pool , or one source of energy
where souls come from, and that water, or energy is constantly recycled due to souls leaving on new journies and coming back from recent ones to be replenished.
i do not think there is a population cap. i think that along with the recycling, there are also new souls "being born" as well
when old souls are dispersed after the culmination of thier journies are done.
