at the dinner, the bride and groom usually gives their attendants gifts. people in the bridal party usually do not give their gifts at that time.
at the dinner, people get to know each other, share stories, and the bride and groom thank everyone who has helped out for their wedding.

At the rehearsal dinner you usually invite everybody in the wedding party and any close relatives you would like to attend (we invited the parents of all the attendants, and our siblings that weren't in the wedding and their families) then you rehearse the wedding with the pastor. You will go over where each attendant is standing when you say stuff, practice walking down the aisle. Practice the music. Basically everything except that the Pastor doesn't tell you exactly what he is going to say. Then you typically have dinner. Either catered or at a restuarant. We just went simple and went wiht pizza. Anyways, then you give the attendants gifts thanking them for the friendship throughout the years and for being here for you special time. No, typically the bride and groom give the wedding party gifts at the rehearsal dinner.
The maid of honor would give the wedding gift on the day of the wedding, or before if you'd like, but I wouldn't suggest doing that at the rehearsal dinner because you wouldn't want to make anyone feel badly that they didn't bring a gift too.

There is no "set" way for the rehearsal dinner really, it can be planned with a schedule of events by the bride and groom . The bride and groom usually gives gifts to their bridal party and key helpers at this party after your wedding rehearsal.

the rehearsal will start with the wedding party actually reheasing, then move on to dinner. the bride and groom will give out their gifts to the attendants and have a relaxing meal with their close family and friends.
the maid of honor can give her gift as a regualr guest does, before the day, during the reception, or send it after.
