This is a crating issue--the best way to train a dog to not do that when you're gone for a short time is to put him into a large dog kennel (crate) with a few toys but no food or water (it's only 3 hours, he'll be fine) and a towel or something to lay on, and praise him when you come home and let him out.

They won't pee or poop in their sleeping spot. Especially if you've already walked him just prior to your crating him.

Sometimes boredom can be relieved by getting one of those hollow Kong toys and filling the hole with peanut butter and dry kibble. They take an hour or so to work out all the treats and that gives them something to focus on while you're not there.

The first person to answer your question was excellent. Crate training a dog is the best way to keep it from pooping in your house. Use a crate that is only big enough for your dog to stand, lay down, and turn around in. DONT give it a water bowl or food. A treat to coax him into it is okay.
The dog will establish a "den feeling" and wont poop inside the crate because its like his "den or cave."
Eventually after a couple weeks/months of doing this when you are gone the dog will get used to holding it in when you are gone and will not do it anymore.
When you decide to not lock him in the crate, confine him to one room at a time with the crate in it. Dont let it have run of the whole house right away or it will just do it again.
And no, putting it in a crate is NOT inhumane. It is a very efficient and familiar way to train a dog.
Good luck.

sounds like a rescue dog with separation anxiety.

You have an answer that discusses crate training, which I will not duplicate.

You can also use a baby gate to keep the dog in the kitchen which has an easy to clean floor in most homes.

When you are out, the dog should have NO rug privileges because of his actions. So, if you don't have a crate or uncomfortable with crating him, keep him in the kitchen or bathroom when you are gone. You need to google search canine separation anxiety, and learn how to deal with his problems. Also google canine emotional problems.

Try crate training your dog for a while. Because they are in a new environment, they need to learn the rules and become house trained.

Here's a link that can help

There are lots of training and instructions to crating your dog.

Good Luck!
