I got offered a great job in DC almost 3 weeks ago because I did not want to move (no relocation was provided). The more I think about it, I think I made a mistake. I went online to the company website, and as of July 23, it looks like the position is still open. I was thinking I would call or e-mail the HR person I met with, or the hiring manager to see if it was in fact still open, and if I could get another chance if I explain why I turned it down in the first place...

what would you do? Is this a bad idea? Any suggestions on what I should do if the job is, in fact, still open?

If you are indeed interested in the job, call the person you met with. You dont need to go into the details as to why, unless they ask specifically.
Dont call and whine a sob story about making a mistake. Be confident and just state that you have reconsidered and wondered if the position is in fact still available.

CALL the hiring manager, remind him who you are, and ask if the position is still open. Tell them tell them that you changed your mind after you thought about it and was the job offer still on the table.

You do not have to explain why you turned them down or why you didn't want to move or anything of the personal nature of your decision-making process.

Is the offer still on the table? In that case, I accept. When can I start?

I would say the first intuition is always the best one but if you feel like it call them again.Be prepared to a reverse situation though, before you were the one in power and control refusing a job offer, now you are begging them to take you...
