Is NOC required to get back to Saudi arabia though the employment contract is completed?

If the employment contract is completed and the existing residence visa has been canceled accordingly, then not required NOC form the former employer/sponsor to get back to Saudi on a new visa. Otherwise definitely required to submit to the consulate/embassy along with new visa application.
