Your first stop should be the Australian Immigration to find out what you need.
If you can get a sponsor here in Australia, someone to give you a job and will help you financially if need be, then you stand a much better chance.
You also stand a better chance if you have money to begin with and can support yourself.
Think about where you want to live in Australia, what you want to do for a living and research, research, research. Sydney is the most expensive capital city to live in, Melbourne then Brisbane, not sure about the other capital city cost of living but fairly ok.

Well, I hope I have this site right but I think its www.dima.gov.au (immigration and multicultural affairs). It changes its name every second week.
It's not easy unless you're a New Zealander (we have reciprocal rights with NZ). There are a range of programs - skilled labour, family, there's still a UK citizen thing I think. And then there's the general list.
All in all though we're one of the hardest countries in the world to enter permanently (probably tougher than the US). Work visas are a bit easier but not much.
Probably the biggest way of getting here is through work sponsorship. Land a job in an area where there's a skills shortage, get a visa and work towards permanency. The Australian Passports Office (www.dfat.gov.au i think) has some good info and links too.

- objectives/goals (even being almost broke, one can travel backpacking as long as one have a desire to move on & objective to achieve
- budget plan
- job if possible, yups in reality one need $$$ to survive, what's your skills & etc that can save u
- friends/human networks/connections
Depends to which part of Aus. some parts require higher living expenses & also which country you're from so the money conversion (currency rate) won't sting you too much.
