I plugged in a video game that was turned off and the outlet sparked. Should I be concerned?

not if there is a power block in the line.
those power blocks have no on-off switch so they are always powered up and will create a spark as u plug it in. Just don't do it if there is a gas leak in the room.

My laptop power supply does this too. It's not a problem - my laptop has been working for years.
