I know it's harsh, but those phrases are what men say, when they're trying to let you down gently. If you meet him as friends expecting something more to happen you will get hurt again.
If you genuinely want to be friends then meet him, and talk to him as friends, without pressure or expectations.
If there is still a spark there then if you both want it then things could develop over time, but don't forget, it's never the same the second time around.
Try to get on with your life, see/speak to him as a friend occassionally (no more than once a week). If he wants something more then he will tell you.

Oh wow! There was a movie out in the 80's called About Last Night and I have always found it to be true. The people are in love, they move in together and things are going great until he decides that he might be missing out on something. So, he decides they should break up, he goes out really does not have that great of a time and realizes that he actually does love her and would like her back. However, see she has had to deal with the fact that he does not want her (she does not know any different) and she has grieved and been emotional and HAD to get over him. It is just life, so when he comes strolling back in she basically tells him that he had her, but he told her to go and she had to, and she had to move on and she has and there is nothing she can do about it. He is devastated.
This is not just a male to female thing, but also a female to male. Has happened to me a couple of times in the past. You think that b/c you still have feelings for that person and that they really love you they will always be there, even after you stop looking to see if there is someone else, better if you will. However, they have had to move on. And move on they do.
I hope that in your case I am wrong and things work out for you, but it really is best not to take someone for granted that you love b/c when you decide that you lost something great, it may be too late. Every thing looks better if you don't have it, but everyone has flaws.

I'm sure that you'll get back together with him eventually after his crisis is over. In the meantime, show him that you really love him by being there. Don't pressure him about getting back together or anything. Wait for him to be ready.
