Code 39
Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)

Recommended resolution

Reasons for this error include a driver that is not present; a binary file that is corrupted; a file I/O problem, or a driver that references an entry point in another binary file that could not be loaded.

Uninstall the driver, and then click Scan for hardware changes to reinstall or upgrade the driver.

On the General Properties tab of the device, click Troubleshoot to start the Troubleshooting Wizard.

You bought a pc w/ vista premium. But your drive did not work cause of ribbon damage or lens or OMD corruption. Your computer's drive may not be tested. Tell the manufacturer to fix it or software dealer. It can be the brain of the drive or pc can't detect it correctly or you insert the drive incorrectly. And your software has incomplete settings. Contact your dealer for more information.

THIS IS THE FIX!

Windows update automatically installs a program called Microsoft mouse and keyboard center. This caused windows to believe that my mouse has a problem with its driver(code 39). I uninstalled this program along with any other programs that tamper with your mouse or keyboard.

Look in the device manager to see if your roms are installed and not having conflict problems look to see that your cables are not loose in the mainboard or the rom itself. Try deleting and reinstalling the drivers for the roms..

You went and put an earlier version of windows disc into it and now you have screwed it. all software you use must be vista only. no other versions of windows disc's work with vista.

It's a software thing most probably (so you may have to pay anyway) But it should still be under warranty
