Perhaps their parents didn't like them. Perhaps they were girly or feminine children, so were given a girly name. Perhaps their parents thought by giving their male child a girly name, they would get picked on, and thus their child would grow up to be tough, because they would be forced to defend themselves from attack and insult over their name when they were a child. Kind of a character building exercise.

It's one of those that can be used for men or women. Other examples, Lindsay, Leslie/ey (the "ey" ending is traditionally female, the "ie" male, although Americans don't stick to that), Beverley, Evelyn.

Evelyn Waugh the novelist (male, author of Brideshead Revisited, Vile Bodies) was married to a female Evelyn. Their friends called them He-velyn and She-velyn.

women have been pinching men's names for years
the latest that i have noticed is Ashley...always a boys name
