The fat PATTERNING of your body is genetic yes, however, that does not explain how it got there in the first place nor does it mean you can not get rid of it. However, according to "set point theory" there is a natural percentage of body fat that your body will "be at rest with" this percentage is genetic.
The reason why you are retaining fat on your legs is either a: due to genetic patterning b: due to a plateau or c: improper work out and diet regiment.

thats what mine are
(i hate it!!!!)
i also have a little belly like my dad's (his is like a brick wall), i have a lot of mucle in it, but the mucle grows out like a belly, even tough it is hard (except for a little extra)
