They moult between 3-6months after leaving the nestbox and will moult every year for new feathers to come out

As for the cere (top of beak) some budgies will change color. They start of being a blue then the cere will change to cream-brown but always end up back to blue (male)

For the seed like things? Are they growing in length? Whiteish? Like longish straws to the leangth of their featehrs? Does it appear to have feathers through the center of the straws? You may need very good eyes to see this as budgies are small. They're called pin feathers. This is when they have new feathers coming through. Has your budgie lost feathers? Have you seen old feathers fall out recently? This is a sign of moulting & pin feathers do follow.

If this isn't the case I would suggest you call an avian vet & have your budgie chacked out to rule anything else out.

Indications of illness: lethargic, not as much energy as usual. Sleeping too much, fluffed up constantly. Not eating properly. Drinking too much water. These are the most noticable signs of any budgie feeling ill & what should be looked out for. Apart from these signs, they can hide illnesses extremely well, until it's too late.

My guess is s/he's is moutling if s/he's eating, drinking, playing, acting as s/he normally does.

Male/female...you won't know at 3 months, possibly male, possibly female. There cere as a juvenile can change colour often until it's matured, so you will need to wait until it's hits maturity & the cere is one colour. Maturity can be reached around 6 - 8 months.

Seed like things are probably new feathers coming in that are thicker. And if it has a brownish-red color, odds are it's a girl!! Not sick, just growing up. Males will have a beautiful blue are around it's nostrils.
