New file opens to 66.7% scale on Photoshop?

How can I get it to automatically open to 100%? It's a hassle to zoom to 1 level up every single time

PhotoShop will open the file in a window at the maximum zoom level that will fit in your workspace along with the toolbox and palettes. Assuming you have your window maximized already.

Try closing all tools and palettes (use the Tab key) then open your file. Once the file is open, press Tab again to restore toolbox and palettes.
