can you get insurance for your car if you are under 18 and licensed without any consent from your parents?

this is assuming both the possibilties of myself having or not having a person over 25 or so to register insurance for me

Yes, most states the contractual age for insurance is somewhere between 15 and 17. I've written lots of policies on kids under 18.

But YOU have to own the car, and pay the bill, and it's EXPENSIVE.

A person under the age of 18 can not enter into a contract of any kind, including an insurance policy.

To clarify what Tom K mentioned, a contract in which a party is under 18 will not likely hold up in court as a "legal" contract. With that said, there are companies who will sell a policy to a minor.
