That would depend on whom you ask. Nobody FORCES you to shave anywhere. It's up to you and how you feel about your body. Would you be comfortable wearing a short skirt/shorts or a swimsuit without shaving your thighs? Usually in the US (where I live) it is customary for most women to shave their legs entirely, but in the end, it's really your decision to make.

the hair on my thighs are soooo thin...i dont even care....but then again i'm a hipster girl...

i don't because i dont really ever wear that short of bottoms.
