Your brain is protected by your scull, so the bleach could not soak in and make direct contact with your brain. The bleach that is used in hair lightening products is supposed to be made for contact with your body and is supposed to be safe. However, I have heard on several health/wellness websites that bleach should be avoided when washing clothes and in general, but I'm not sure how true it is. One main concern is damaging your hair, causing it to brake or fall out. Good luck!

Bleach is a chemical. As such it gives off fumes. Fortunately modern hair chemicals have been modified to minimize toxicity. So no, you don't need to worry about brain damage or anything like that.
But if you're really worried you can always do a cleansing juice fast for a few days after you bleach.

Well, since your skin absorbs atleast 60% of whatever is on it, if the bleach touches your scalp, then I don't think it's good... but I don't think it would be life-altering.

No it does not. There is no evidence that the chemicals seep into your brain..
ps You are not supposed to put it on your scalp.

Yes... cancer. No, not really.
Although, you're told not to dye your hair if pregnant. I don't know why. But it doesn't do anything to your brain.
