When wedding venues started banning rice because of the liability. After being thrown, people would slip and fall on the rice and hurt themselves. The thing about birds exploding was just an urban legend to cover up the real reason.
Bubbles are a nice substitute because they are relatively less messy.

I'm not certain when the trend changed, but I know why the trend changed. Rice is a slip/fall hazard and a pain in the tushie to clean up. Bubbles also show up in pictures very well, and it doesn't hurt to get hit with a bubble compared to rice.
Also as a side note: Wedding bubbles are different than the bubbles used by children. The bubbles used at weddings pop cleanly and neatly and do not leave (or very little) residue when they pop. Also, my cats love to chase them.

Rice was either a symbol of plenty, or fertility, and thus you were sending the newlyweds off with good wishes. People still felt they had to throw something at weddings, so after the birds & rice falsehood was started, people began throwing birdseed. Now the thing about bubbles is that they are happy joyful things, and they don't have to be cleaned up.

First there was what I believe to be an urban legend that if a bird ate the rice and then drank water it would swell up and explode the birds stomach. Whatever.
So then people threw birdseed.
Then they went to bubbles - why?
Churches did not like cleaning up after each wedding. It's why you also can't throw flower petals anymore. I think they were also concerned with safety and people falling. (more like someone falling and them getting sued) anyway... There's nothing for them to clean up with bubbles. Plus it looks really cute in pictures.

About ten years ago, they realized that when the birds eat the rice, it's not good for them so some people started using birdseed instead. Many places that you rent are so adamant about cleanup, that people started using bubbles so there was nothing to sweep up. It's a matter of preference but either birdseed in small net pouches or the bubbles are best these days.

I didn't know bubbles were now "traditional"...
Well, rice gets everywhere. I'd rather be making food with it than throwing at people. Rice attracts birds or other animals. And bubbles are much more fun... even if they make you out of breath from blowing them.

it's not just bubbles any more either. a lot of places are using sparklers. especially when you're having an evening wedding. it's agreat way to light up the sky as you pass all your guests into your get away vehicle.
