Speak from your heart. Just talk about how she has been a great mom and that the guy is really lucky. Talk about some of your childhood experiences and wish her well. Good Luck!

If you wanna be sentimental, talk about your fondest memories with your mom and then how that ties into her new marriage partner.
Otherwise I would keep it really funny. Like call all of her old lovers up to the stand to tell her its over now. (just a joke you plant the old lovers in the audience - make sure one of them is an old woman). Then give a toast to the greatest mom and the happiest couple. it is a crowd pleaser.

Thats just weird that you have to write a speech for mom. I'd ask dad for some, if he's still available.
