2 Thes, 2:11 refers to the end time when the people who reject the truth will fall away completely, God will allow unbelievers to disbelieve, he's not going to be patient any longer.
1 Kings 22:23 refers to a battle between Israel and King Ramoth of Gilead. The king consulted the priests about whether God approved of the plan, because he would not do battle without God's approval. The priests assured him that God approved because God had caused the OTHER GUY'S priests to lie to King Ramoth of Gilead.
So, you see, even though they both speak of lying, the CONTEXT IS DIFFERENT.

My first advise to you is to get it through your head that the Bible never says anywhere in it that God is a liar. And secondly, if you are going to read anything in the Word of God, you must also take the time to study it in detail many times to truly understand what the scripture is saying to us. When God spoke these Words through the apostle Paul in 2 Corinthians, He did not mean that He was going to send lies to anyone. If you study this scripture in detail, you will find out that what God was saying, was that He would withdraw his Spirit from these people who were living their lives in a wicked manner. And when He did such, the spirit of the devil began to deceive them in a mighty way; just as he also does to many people today. The devil began to tell them lies, and to deceive them in every way that he possibly could. When God's Holy Spirit is withdrawn from us, we are easily deceived by the spirits of the devil; and he can make us believe nearly anything that he wants to tell us. And he will do it in such a manner, that we will many times actually believe that it is God speaking to us. Satan is a liar, and the father of lies. The Lord has never deceived any prophet, or any child of God at all. When Ezekiel speaks of God deceiving a prophet, he is speaking of a false prophet being deceived in the same manner; by the mouth of Satan; because the false prophet has nothing to do with God.

Because the Bible is a flawed written account of the Word of God. It had been translated through too many languages for the original meaning to still be there as clearly as it was in Ancient Hebrew. Not to mention that language is no longer what it used to be, so the real meaning has been lost to the ages.

First of all, God is incapable of lying (Tit 1:2)
then, regarding the rest of the verses you mentioned, God is referring to the unbelievers and the unrighteous and false prophets. God gave them up to satan due to their unbelief and being unrighteous.

Not really out of context, but, it just what you believe as they did. In your mind you lie and say there is no God. God just allows this, He did not make you think the lie, just believe what you have already manifested in your heart.

You are not out of context, you just don't get it.
God didn't lie, God just gave people the opportunity to lie if they wanted to.
God never takes the ability to choose away from people. People still have the ability to choose not to do as God would like them to do.
Of course you won't get that, you will continue to believe what you want to believe.
