you can't use only one timer for a traffic light circuit, using micrologic circuits, it needs 7 timers to be programmed

You could easily make an oscillator with the 555 that would have a time delay so it kept a lamp on for a specific length of time. The problem is that traffic lights have three lamps that are interconnected so while one is on red another turns on orange and then another turns on green. That linking would be trickier and might need three oscillators linked.

With little PLCs like TWIDO or Pico available cheaply, they are a better choice for the circuitry since they have outputs that can be interconnected by logic.

You could do it if you use an avalanche diode. Does that count? It is, technically, a diode.
