It is entirely at the discretion of the police and their masters, the politicians. Victoria is the worst with police booking you for 3% over although the rest of the country is closer to 10%. NSW is tolerant of 10% on the open road but you would want to be doing less than 65km/h in a 60 area.

The absolute speed limit in the NT is 130km/h. With 10% that gives you 143 which should be fast enough for anyone.

I think you'll find no matter where you are in Australia it all depends on the tolerance of the police.
I've known people who have been done for speeding between 100kph and 110kph in a 100 zone.

ON highways you can do up to 130 but on backroads if you see a sign with a circle and a line thru it that means there is no limit.

Well on the Sturt Highway you can go as fast as you like for most of it, but the police can book you for driving dangerously (i.e. you're OK doing 220 kmh in a WRX but if you're doing it in a 1967 Corolla they may have something to say ... like wtf!!!) I think this applies to a few other highways as well.
